I am in receipt of a telegram from the Military

Governor of Canton, Lung Chi-kuang, stating that Canton

merchants in Hongkong have reported to him by telegraph

that the Government of Hongkong have voted a sum of

$50,000 to relieve distress caused by the terrible disasters

in Canton Province and have also handed over the surplus

of last year's Relief Funds, amounting to $68,000 to the

gentry of Hongkong for the relief of the devastated districts;

and have further lent four steam launches to proceed to

Canton and render assistance, in the hope that transport

may thereby be facilitated.

The disasters in Canton Provinces are of a severity

such as has not been seen for many decades and it is

impossible to say how large is the number of people in

distress. My Government is most deeply grateful to the

Government of Hongkong for the contribution of Relief

Funds and for the loan of the steam launches for

transport
